The Authority was established under Presidential Council Decree No. (525) in 2018 for the Government of National Accord, amended by Decrees No. (290) in 2021 and No. (361) of 2020, approving the organizational structure and mandate of the General Authority for Search and Identification of Missing Persons.

To become Libya’s leading institution in missing persons, search and identification, and a regional reference for service provision.
